The last European Council of the Italian Semester and first one chaired by new President Tusk takes place on 18 December.

The items on the agenda of the Heads of Government or State of the EU countries are: the 300billion investment plan of the Juncker Commission, the creation of a European fund for strategic investments, Ukraine and the Ebola outbreak.

“We are in a phase of transition which is extremely delicate and difficult. Europe is at a crossroads”, said President of the Council Matteo Renzi on 16 December during his speech at the Italian Chamber of Deputies with a view to the upcoming meeting of the Heads of State or Government of the EU.

On the same occasion, the Italian Prime Minister mentioned Luigi Einaudi, the first President of the Italian Republic, who in its speech “War and the unity of Europe” given before the Constituent Assembly in 1947, said: “If we fail to spread a modern and human ideal in the Europe of today, a continent facing dismay and uncertainty about the future, we will get lost and so will Europe”.
